I think that the democratic left is behind all of this. They wanted Biden and Harris because they made a deal with both of them to be puppets and do what they were told. Harris has NO public following and would be a hated and useless president on her own. Biden was done for, and the powers that be just offered him the chance to say he was president- so long as he agreed to step down at a time of THEIR choosing.

Relatives of mine visited the White House during Reagan's second term, and reported that he really wasn't aware of what was happening around him. Rumor said that Edwin Meese was effectively acting president, and just did what he needed to to hold things together, amounting to a "caretaker government" that didn't initiate any new policy ideas.

If we're lucky, that's what will happen again. Harris being VP doesn't necessarily put her in charge; and even if it does, Harris was not especially eager to pursue her own new initiatives when she was in the Senate. She had more real effect as California's attorney general because the media paid less attention to her there. She does not seem to do well in the spotlight as Trump does.
