I was recently told by a local, astute business man that a lot of people got very rich via the Covid Federal handouts. A lot of money just disappeared.

Okay here's the thing...Harris County Texas home county of Houston, Commissioner's Court misdirected $20 million in Federal funds paid to Harris County for Covid? The Commissioners decided to hold a lottery (as I understand the problem) and award 1900 people $500 month each for 18 months to spend 'anyway they wanted'. This was awarded to recipients supposedly at @200% of the FPL. Problem is Texas's Constitution doesn't allow for selective awarding of State or Federal funds to individuals for personal use. Texas AG threw a restraining order out to stop the distribution starting 4/20/24. How nutty is this idea...a lottery from Federal funds to use 'anyway you wanna?' How responsible is that?
