They refer to the ambiguous phrase in the Kansas Constitution "The state shall provide adequate funding for education." Whatever the legislature allocates, it's never adequate in the opinion of the court. Thereby the Court preseumes to act as the legislature and interferes in the people's ability to govern themselves.

I'd like to see the death of baseline budgeting and a requirement for zero base budgets, forcing the agencies to justify every last dime every fiscal year. The Founders warned us that many fiscal sins would come from the "general welfare" statement in the Constitution's preamble, so expect Democrats to wail about how "cold-hearted" the Trump team is when they start seeing the vote-buying handouts disappearing from the budget.
