Flu vaccine and the free market

Ok. So this to me is the epitome of the top down central planning style of economics.
I'm wondering aloud what a free market approach would look like. So somebody realizes by mid October what viruses should be included in the vaccine but can only supply 1/5 of the doses based on the short notice. Would people be willing to pay 5x for a better vaccine? Thoughts on how this could work?
