Of course they do. If they truly represent the constituents they pretend to support, it's justified.

If it is true collusion, no. If the joining of the minds is via open and public discussion and debate, then it is acceptable, even desired. But then open and public discussion/debate is the antithesis of collusion. This makes my answer/opinion No it is not acceptable.
