I wonder if some technical genius out there could come up with some kind of litmus test or tell-tail app that could be ap[lied to a clip to detect if a clip has been altered. Otherwise the adage "seeing is believing" is rendered bullshit. Fake fake news?

I think, for now, we must scrutinize the news, the video "Proofs" and what a politician or official said or did.
