Another double standard?

During the hearing Tuesday (9/26/2019) Adumb Schiff DEMANDED the word "SHALL" is a SOLID, NON-negotiable thing.
IF the word SHALL is in the law, IT MUST BE OBEYED.
No word on his opinion on "CONGRESS SHALL MAKE NO LAW" or "SHALL NOT BE INFRINGED" yet.
Just another double standard.
Legislated 'law' obviously is more important than Constitutional LAW.
