Privatize all universities and eliminate government-guaranteed student loans.

    For the system to become completely rational, taxpayer-funded research grants and tuition subsidies would have to stop, as well.

    In the current political climate, none of this will happen.

    The universities should be required to be the lenders, but only to those with whom they can reasonably expect to get value for value exchange.
