2 is illegal. FCC violation, and they have radios anyway.
I bet you could get the Feds to abandon their assigned "duties", with the right distraction or diversion.
The military used to make microwave devices that made enemies skin feel like it is on fire. We called them "dial-a-pain". Put those up 200 yards from the border, pointing at the Rio Grande.

1) Put up portable NO PARKING / TOW AWAY signs. TAKE PHOTOS of their vehicles. HAVE THEM TOWED.
2) Put a Cell Phone Jammer over there. JAM their phones so they can't call for a ride.
3) Have someone Arrest them for Trespassing if they walk onto private property.
At the least. Keep slashing their tires of all their vehicles. And then tell the local tow trucks they cannot service them (Or tack on a cool $400,000 Nuisance and Risk Fee, to be paid in advance of going out).
When they sue. Use stall tactics to push it through the courts forever. THEN Settle with an NDA, only offering to pay for the tires.
HONESTLY I want to invent a device that SPINS the razor wire (like a blender). And attach it to some motion sensors. ESPECIALLY when the feds go to "snip" the stuff. Maybe if they bleed to death at the border, they will stop the crap!
