    Entrapment... spying without warrant... We need a tank of stingrays (the kind with bad attitudes and very poisonous tails) to drop those that authorize such things into.

    Oh yes. Good thought. Coast Guard I believe is under Justice Dept, and Border Patrol/Immigration is Justice. Customs is Treasury. Well that's what it used to be before all this phony homeland crap.

    Maybe the coast guard & boarder patrol to keep riffraff out unless that is part of customs, which it could be if it isn't. 10% does seem high now that I consider it more. :)

    There are some departments that could pass the test if their budgets were reduced by 50-70%. :)

    There is not a single government department that would pass that test. But yet they are so useful we just can't survive without any of them. {major sarcasm}

    I think it is long past time to do a cost-benefit analysis on the FBI from the view of the individual.
    What do they accomplish that benefits individuals? Is their mission to benefit primarily government power (e.g., drug enforcement, gun ownership, political enemies, etc) and Wall St banksters (legal tender related 'crimes', bank robbery, etc)?
