    But there's no incentive for Congress to close down any of the agencies. They would be directly responsible for increasing the unemployment rate thus almost ensuring that they would lose their own comfy job when they're voted out. And power, once taken, is terribly hard to relinquish.

    I agree. I would love to see it happen, but neither major party has shown any inclination to reduce the size of government.

    No. Congress has little impact. The only way they could reduce this would be to close down the agencies. Otherwise, they will continue to churn out more regulations that have the effect of law but aren't passed by those responsible for creating the laws.
