I'll bet part of the survey includes percentage of drivers willing to comply. At what point during the requests does the driver get agitated? what percent allow breathalyzer vs swab vs blood. What percent of drivers calm when they realize the requests are voluntary. so maybe not so useless to DHS.

This is the first I have heard of this survey. What are the chances that someone drunk or on drugs says yes? This survey is useless. Eight million dollars to violate our civil rights and nothing to show for it. Just crazy!
