This is one of the problems with trying to send people to congress to solve our problems -- they think the solution to our problems is to pass new legislation. They want to be seen to be 'doing something'.

Perhaps Professor de la Paz's solution (Moon is a Harsh Mistress) of having one body whose entire purpose was to repeal laws would be a good idea.
