    I read the Constitution as proscribing gov't action as much as prescribing it.

    Especially when they think of rights not responsibilities and have not the ability to conduct themselves as citizens. The rule was citizens first government second.... WAS is the operative word. Citizens en masse have rejected responsibility therefore are not worthy of the title and yes they are now subservient - by choice.

    One consequence coming up is zero COLA when the COLA has gone up but.....ha ha things like devaluation of buying power, food and fuel aren't counted.

    The next consequence is minus COLA

    TANSTAAFL Someone has to pay. Someone does not include Congress. Guess whose next in line?

    Sorry to quibble, but the use of the term 'citizens' implies subserviance to government sovereignty.
    The people should never give consent to be mere 'citizens' when they are sovereign.
