This is a great example of a conclusion based on an assumption of a possibility of a chance. Like global warming. Taxing it will make it better.

I see Obamas strategy now. Create an economy with low paying jobs so people can't afford to get drunk and have sex. Fewer STDs and less burden on ObamaCare. Utopia here we come.
