Which is illustrative of how government does not. This could have been in the works for the last 10 years and NASA could be doing it, yet it takes private entrepreneurs to do it and do it right. Unlike government, private business can't afford to waste money on "oops". Falcon has had issues, but it is a much more complicated setup, that still has worked well, just had teething issues.
