It is a rather messy screech she uttered. If she would just speak clearly and quit trying to channel FDR, it would be a little more understandable. But yes, I am sure she wants to redistribute the wealth " 3 for me, 1 for you, 6 for me, 1 for you".

From watching the video I'm almost sure she meant she wants to raise taxes on the rich. She says Trump wants to cut taxes for the super-rich. The tone implies she meant to say "but I want to raise taxes for the super-rich."

My guess as to why is she doesn't want to lose Sanders voters.

Some say she says "aren't" or that it is an edit. It sounds like "are" but it could be deliberately adjusted. Need to see if there is an unadulterated version somewhere's, for facts and truth sake.
