Can Obama pardon Clinton?

With a week to go, can or will Obama pardon Clinton? With the criminal email investigation reopened, this couls be interesting.

    No. A president can issue a pardon without charges filed. He would however have to say what actions the pardon encompasses.

    I heard once that in order to accept a pardon you have to admit guilt for the crime you are accepting the pardon for. If this is true I doubt that Clintons arrogance would allow her to accept it.
