Just like 99% of the people that hoped to see Mt. Rushmore understood the blockade?
They will eventually figure out what the 'frick' just happened...and who is really responsible.

How would people know what their intentions are. They did say they would hit the brakes and park on the highway if they are arrested for what exactly? The speed limit is 55 for truckers...right. They are only following the law :-)
