This is in a parking structure owned by the city, dubbed the "Very Special Art Garage." Not sure whether the figure ever had arms.

Thanks. I know art is supposed to be subjective, but the sequence of questions my mind asked was this:

"How the hell is this art?"

"Who is John Galt?"
