What Happened to Rule By Law?

Can somebody explain how Der Fuhrer (Obama) can decide which parts of which laws to enforce? I thought when laws were passed, it was part of the duty of the executive branch to ensure enfacement? The executive branch doesn't get to decide, it is bound by the constitution to make sure that duly enacted laws are carried out to the letter. Under what authority does the president (Def Fuhrer) get to decide which laws to enforce and how they are enforced? Why is congress allowing this president to operate like a dictator? Obama is more like Putin than Jefferson.

    Because the republicrats (like Boehner) are only worried about how they get control - not how to uphold the Constitution.

    Gerald Ford had the opportunity to not-exempt this in 1976 .

    Can you prove that the "State of Emergency" declared in WWII was ever repealed? I can't find anything specifically. As I recall only the standing President can cancel that "State".
    If not, then we've been under Presidential "Dictatorship" in excess of 70 years.

    One of the safeguards against this happening was a free press that would report such abuses. They have almost silent about this.
